In Volume 1 of The Confidential Guide to Golf Courses, Tom Doak published that.

“This is Croome’s only foray into golf course design, although it’s the home of the Tom Simpson Society as it was Simpson’s drawings and suggestions for the course that brought it to prominence. Less is more dominates and there are never two bunkers where one will suffice. Ultimately though, its shrewdly contoured greens which play firm provide ample challenge to this 6,300 yard course. The cunning approaches illustrated by Simpson would be hard to improve upon but I would relish the opportunity to build a maintenance friendly, strategic course like this but that requires finding an owner that understands golf.”

Liphook received a score of 6 out of 10 from Tom Doak, and 7s from two of his co-authors.
